The Mescalero Apache Head Start Program (MAHSP) is a comprehensive child development program which serves children 3 to 4 ½ years old and their families. The program is a child-focused program and has the overall goal of increasing the social competence of young children in low-income families.  The program is funded for 120 children through the Department of Health & Human Services and the New Mexico Children, Youth, & Families Department funds the food program through reimbursement.

The MAHSP is mandated by the Office of Head Start to implement the Head Start Performance Standards and to provide services and systems in place to provide the following:

  1. Child Development and Health Services:
  • Prevention and early intervention
  • Individualization
  • Disabilities
  • Curriculum/Culture

  1. Family & Community Partnerships Services:
  • Family Partnership Building
  • Parent Involvement
  • Community Partnerships

  1. Program Design Services:
  • Eligibility, enrollment, recruitment, selection, attendance
  • Facilities and Materials, including transportation

In addition to the education area, which includes the implementation of the Mescalero Apache language and culture, as well as The Letter People, Creative Curriculum and Conscious Discipline accredited curriculums, the program also monitors the following system areas to ensure quality services:

  • Governance
  • Planning
  • Communications
  • Record keeping

  • On-going Monitoring
  • Self-Assessment
  • Human Resources
  • Fiscal Management

The Director, Site Supervisor, and the Head Start Policy Council are responsible for the implementation of the systems and to ensure quality services are provided to the children and families.  The Director is responsible for ensuring the Head Start grant is sent to the Office of Head Start when it is due and the Tribal Government is responsible for providing the fiscal management of the grant.   The Management Team members are assigned to each different service area to manage and implement, the program has twenty-nine employees and seven make up the Management Team.

The Mescalero Apache Head Start service and recruitment area is primarily the Mescalero Apache Reservation, with two program sites, one in Mescalero and one in Carrizo.  The Mescalero Apache Head Start Program serves the housing areas located central to the Mescalero Agency area.  These include:  A,B, & C side housing areas, Gallerito Flats, Gayton Ridge, Old Road, Rodeo Grounds Areas, and Blank Canyon housing tract.  The Carrizo Head Start Site serves the areas of Mudd Canyon, Windmill, Pena Housing tract, Carrizo Trails, Palmer Loop, Salt Well, Snow Springs, Windy Point and White Mountain Housing Development area.
